Active Directory account with read-only privliges

Hello,

Our PDC is running windows server 2008 r2.  A vendor is requiring an active directory server name, username and password to connect as read-only to pull in a specific security group for a 3rd party application.

I have the server name/ip address and read-only account, but when I try to access active directory from the application server I get the following error message:

"An error occurred while performing the search.  Your computer, your Internet service provider, or the specified directory service may be disconnected.  Check your connections and try agian.....Operations Error."

I am trying to access active directory by logging onto the application server with the read-only account, opening internet explorer and typing inLDAP:// PDC ip address.  I have tried going through the delegation control wizard and giving the account read-only permissions on the OU the security group is in.  Am I missing another step?  Any help would be greatly appreciated.
