Receiving a event ID 4098 when using a GPO preference to rename the local administrator account, rename and disable the local guest account.

The computer 'Guest (built-in)' preference item in the 'Client Default Enviroment Settings {1BB7D5E2-B3AD-4A71-BA44-88452CB9DE96}' Group Policy object did not apply because it failed with error code '0x80070524 The specified account already exists.' This error was suppressed.

I assume that this warning is being displayed because the accounts have already been renamed and it is unable to apply this setting again because the accounts have been renamed. Is there any way to stop the preference from applying if it sees that the accounts have already been updated? There is the option to only apply this preference once but then if it is manually changed will it reapply?
