Can Demote 2003 Domain Controller after USN Rollback Occurred

I'm trying to demote a 2003 domain controller after USN rollback occurred on this DC. However, when I'm trying to demote the DC, I get this error message:

The operation failed because:

Active Directory could not transfer the remaining data in directory partition

CN=Schema,CN=Configuration,DC=[domain],DC=local to domain controller [computername].[domain name].local

"The source server is currently rejecting replication requests."

I ran repadmin /option [domain controller] -disable_inbound_repl and outbound_repl on the source domain controller, but the same error keeps on popping up during dcpromo on the domain controller with USN rollback.

What can I do to fix or bypass the error and complete demoting of the domain controller? Thank you.
