Can password be reset to numeric only and also a user be forced to keep numeric only pw in win 2003 AD

I have win 2003 Server R2 SP2 AD environment and wandering to know if I can change AD user account password to numeric only (like 37864309)? and also can I force the users to keep numeric passwords whenever their password expires ?...thanks
