SYSVOL changes done in RWDC is not repliacted in RODC's

I have built and configured 2 RODC's and everything works fine...But for 2 issues...

1) when i try to manually replicate using the RODC CONNECTION (FRS) object in sites and services i get the error saying " the naming context is in the process of being blah blah) which ive seen tons of times before. Still i can see repadmin /showreps showing that replication is fine and its happening.

2) The changes done in RWDC are not reflecting in the sysvol in the RODC's. I have tried repadmin /syncall, restarting the servers multiple times, stopping and starting the NTFRS service etc with no luck
