DFS 2008R2/Win7: Does lowest-cost targeting work for a target in a trusted domain (different forest)?

Hi - We have 2008R2-level AD, all 2008-level DFS namespaces, and all Win7 Enterprise x64 clients.  We are a stand-alone forest/domain with trusts to a couple of outside forests/domains that host some of our file servers.  In our local AD, I have Sites & Subnets defined with appropriate cost metrics, including the subnets that our file servers that exist in trusted domains reside on.  We are starting to test putting local copies of some of the folders from the file servers in the trusted domains onto local drives on file servers in some of our regional offices.  All file servers in our regional offices are in our local domain.  Right now, I only have the original file server in the outside trusted domain & one test regional server within our domain configured as targets for a link within a test namespace.  We have DfsDnsConfig enabled on our local domain namespace servers.  When I enable Lowest Cost DFS referral targeting, this works inconsistently.  Sometimes the Active target is what we expect (the one with cost of 150, which is in the external trusted domain), sometimes it is not (the one with cost of 500, which is in our local domain). 

I know that DFS Replication will not work in this setup (I will use scripts for this when needed), but is there any hope of getting the DFS referral targeting based on lowest-cost to work as expected, and to be reliable?
