DC won't accept time from PDC

All of my DCs are Windows 2008 R2. After moving my FSMO roles over to another server the server that had the FSMO roles previously won't stop advertising it's time. Also, I can't get this DC to start pulling time from the PDC.

I'm getting even id 24 and 142.

I've tried this solution without any luck (which is same senario as mine.) It works for a few hours then reverts back to using the local clock:
