My New domain controller wont see the pdc

hi, i have a windows 2003 pdc that is the only one on the network, previous IT people did not have a BDC or system back up. Now the current domain controller is giving trouble, i tried to install a secondary 2003 domain controller (BDC) but it dose not see the primary domain controller and it wants to be the pdc. The problem is how ever i want to keep all the previous user accounts and settings in the ad. I have tried using admt but it dose not recognise another dc how can i transfer all user info stored in the active directory.
