User created Active Directory Groups- What do they do in AD?

I have a number of user created Active Directory groups with the Notes field filled out with the function. However, this is inaccurate so how can I determine what the group is for? Which application uses it? ( ie. Active Directory, Exchange etc.) Also, what authority does it allow the assigned user to perform? Our environment is Windows 2003 R2 Active Directory domain.
