PDC Emulater Roles Got Down

Dear All,

If PDC emulter roles got down then below happen for below points

Can user login any machine after resetting the password ?

IF user will type wrong password many times then, will account lock or not ? if yes then how ?

Note : Configuration are as below

Domain Controller   -  Roles

DC1                          Schema and Domain Naming Master
DC2                          RID and Infrastructure
DC3                          PDC Emulater
