Logon hours in Active Directory are not correlating when crossing the international dateline

The issue we are having has to do with the set logon hours that we have in our Auckland New Zealand and Sydney Australia offices. Our time server is located in the -7:00 time zone and the issue only occurs when we are not in Daylight Savings Time (DST). This issue has no effect on anything else, only the logon hours are affected. We have a branch in London UK as well and this issue does not occur. The only areas that this is a problem are any offices on the eastern side of the International Date Line.
 
Problem Breakdown:
 
In the time server location the logon hours for the Australia office is set to allow logon between 2:00 AM and 2:00 PM server time, this would be 8:00 AM to 8:00 PM in Australia. The logon hours show up accurately when it is checked in Active Directory (AD), however; when the Sydney time zone is applied the logon hours are listed as 7:00 AM to 7:00 PM.
 
I have some screenshots that better dipict the issue but will be unable to post them until my technet account is verified.
