Delegate unlock user account access in Server 2008

I have Server 2008 STD SP 2 w/o hyper V.  I would like to delegate access for a regular domain user to unlock user accounts and reset passwords.  I have the reset passwords part, no problem, because that is a pre-built function but the unlocking accounts part doesn't work even when I check the R/W attributes for LockoutTime on the delegation wizard (as per KBs for Server 2000 which is all I could find on this topic via the web).

Any hints?
