How to exclude few service user accounts from domain account policy..can i keep multiple within the OU by blocking the inheritance?

I read an article only one account policy will be possible in a domain. I know there is a feature in 2008 server to have multiple password policy 

But by doubt is, Can blocking the inheritance will stop applying the lockout policy from domain level and i can create the new policy inside the OU? Please clarify.
