Domain Controller authentication issues

People are having a hard time getting into files as it is freezing up the computers and they are forced to reboot. The systems stays stuck on applying startup script for windows xp computers and Please wait on windows 7 systems.

After waiting more then 10 minutes, it is still stuck on that same screen, so we unplug the network cable and it brings us to the ctrl-alt-delete screen. Then if you put the network cable plugged back in it takes to long to log in so they unplug the Network Cable and it loads desktop fine.

The Windows server 2003 domain controller is showing the following KDC errors below it is just the computer name that is changed. When I google it it says to ignore it if you have a windows server 2008 domain controlelr as it is saying that the 2003 DC cannot process it because it cannot handle etype is 18 but a server 2008 DC can.

While processing a TGS request for the target server krbtgt/test.fog.DOM, the accountHP-22fjts$@test.fog.DOM

did not have a suitable key for generating a Kerberos ticket (the missing key has an ID of 8). The requested etypes were 18. The accounts available etypes were 23 -133 -128 3 -140.

Our windows server 208 DC is not showing  much for errors except for what is below

The KDC encountered duplicate names while processing a Kerberos authentication request. The duplicate name is Rpcss/test1-dc (of type DS_SERVICE_PRINCIPAL_NAME). This may result in authentication failures or downgrades to NTLM. In order to prevent this from occuring remove the duplicate entries for Rpcss/tx-dc in Active Directory.

I am not sure where to start the troubleshooting so please some assistance as people cannot work..
