Ensuring the forest time source has been changed

I have a forest which contains 2 domains. The forest time source used to be a 2003 PDC which gets its time from an external source. The PDC role was moved to a 2008 server, but the time source was never updated.

I've used Paul Berguson's suggestions to move the forest time source to the 2008 PDC as mentioned here: http://blogs.dirteam.com/blogs/paulbergson/archive/2010/05/18/moving-the-ntp-service-to-a-new-pdce.aspx

The issue I'm facing is that in the parent domain and the child domains, the 2008 servers all pickup the correct time source time, but the 2003 servers still refer to the old 2003 time source.

I've tried running a suite of net and w32time commands, reset settings to defaults and checked registry entries, but the 2003 servers always come up with the 2008 servers as the time source.

I've tried "w32tm /config /syncfromflags:domhier /update", then stopped and started the time service, but no luck.

I've also tried the troubleshooting steps below, but haven't got this to work yet.

It's only an issue with 2003 servers - not sure why...
