PowerShell for Domain Controller cleanup

I am updating my documentation on transferring FSMO roles. I prefer to use PowerShell for everything. I have successfully tested
Move-ADDirectoryServerOperationMasterRole.
My question is, after seizing roles I need to perform metadata cleanup on servers that are offline. Can I do this with PowerShell?
