Does a Domain Password Policy apply to a domain-joined member server's local accounts?

Hello,

In an Active Directory Domain, does the Domain Password Policy settings such as password history, lockout duration, lockout reset counter apply to a domain-joined member server's local accounts stored in the SAM database on the server?  I dont think so cause arent the local accounts, passwords, and password settings managed by local SAM database cause they are local accounts and not Domain accounts?
