Windows Server 2008 R2 - Active Directory - Not enough storage is available to process this command.

I recently migrated one of our two active directory servers from Citrix Xen 6 to an OVF file then imported that to Hyper-V 2012 deployment after a VHDX conversion. Server is online and happy otherwise and everything in the network can ping it and browse its shares without prompting so the authentication is valid.

Rebooted the other AD server as well as the Exchange 2010 servers on this network to try and clear any kerberos related issues. Ever since the migration the AD servers (sites and services) can not replicate which is causing Exchange to sometimes see OU's and sometimes not. I have seen plenty info out there about the registry settings for LANMAN/Parameters and briefly tried that to no avail. Server has 2GB/RAM 3 CPUs and plenty of storage space. DEP is on and the clocks are all in sync. Exchange looks at both of these and if changes are made on one the other doesnt pick it up causing password issues and some other non-fun connection problems. Is there a setting on the migrated AD server that we are missing? Any help would be greatly appreciated.
