How does IE9 know what the last folder that I saved in is?

Okay, I asked this question in the Microsoft Community Internet Explorer forum and when they finally realized that they could not help me they sent me here. I see some links to posts that I have already looked at so hopefully I am in the right place this time.

This is a simple straight forward question that I have been searching for an answer to for a very long time, but nothing that I have found is really a straight forward answer. I will be very grateful if someone can give me that straight forward answer; So here it is;

Internet Explorer 9 - let me say that again so there is no doubt, Internet Explorer "9" remembers the last "Save As" location so that the next time that "Save As" is used  IE opens in that folder. My question is how does IE9 remember the last "Save As" folder?

Please don't tell me to look at the "Default Download" location! Think about it, if IE remembers the "last" "Save As"  folder then the only time when it would open the default folder is if no one has ever used "Save As" or the last folder that was saved in is the "Default Download" location. If any other folder is saved in that folder is where IE is going to open the next time someone tries to "Save As"!
