On a newly created 2019 AD domain, users are not able to change their passwords. As part of the troubleshooting, the Default Domain policy and Default Domain Controller policy have been recreated. Even after changing the minimum password age to 0, the
user is not able to change password due to: "Unable to update the password. The value provided for the new password does not meet the length, complexity, or history requirements of the domain."
