Time service configuration issuse in New PDC owner

I moved my root pdc owner to a new server and configured authoritative time server on new dc. we have 2 child domain in our environment. when i executed w32tm /monitor command on one of the chiled domain DC i could see that RefID is still pointing to old PDC for all DC's and if i execute W32tm /resync /rediscover command RefID is changing to new PDC owner. Do you know the reason for this ... i thought everything should happen automatically

On old pdc owner i executed only the below commands. Still i could see NTPserver value is not changed on OLD PDC owner. Is this is the reason?, but i already mentioned this server is not reliable in below command
