Cannot change a domain user password in windows 2008 R2 SP1 Romote desktop host

Hi ,

I have reviewed similar post but still have no solution ,   this is pretty weird , It works for a long time with no define any password policy , and I want to now enable the password policy , and as soon as I enable all definition with default settin
24 password history , 45 max age, 30min age , 8 length , need fit the complex , users cannot change the password at all ,

what they did is : 
login to windows Terminal server from thin client or windows 7 client , then press [ctrl+alt+end] and select change password, does matter what password they enter : eg : Q*dlfakjdf11123
they still get this errer message
unable to update the password. The value provided for the new password doesn’t meet the length , complexity or history requirements of the domain

I have then change all policy to Not Defined, but they still cannot change the password

Server is : Windows 2008 R2 SP1 terminal server, Domain level is windows 2008 R2 with AD recycle bin enabled.  All DC are windows 2008 R2 SP1 as well.

Tried client : windows 7, 8 , windows ce , XPE

any suggestion?  I cannot reset all users's password as I dont want they tell me their password.
