cannot telnet on port 4172

hi,
why cannot connect to telnet on port 4172 in windows?
horizon agent or any vmware application is not installed. firewall, netstat, telnet Server and telnet Client is checked
have this problem a technical reason?
we know computer networking have 65536 port, is there any restriction for use from this ports in windows?
- can a single port number works for many different application? 
- can use port 4172 for rdp and telnet, together?
