dns and ds service won't start at boot (server 2008 r2)

I have a windows 2003 r2 server (named server ip 10.0.0.1) and a new 2008R2 (named server2 ip 10.0.0.3), just added ad dc. Single forest, single domain

Both are dc and both are dns server (ad integrated)

On windows 2008 server, on tcp-ip dns1 and dns2 are set to 10.0.0.3 and 127.0.0.1. With this configuration after boot "apply computer configuration" are showed for a lon time (more the 15 minutes), dns and DS don't start. Unable to logon from consolle, Nslookup from client shows that dns server in not working.

If prior to boot I disconnect the lan cable it start well.

If I set tcp-ip  dns to 10.0.0.3 and 10.0.0.1 it start well, because it uses the old server dns (10.0.0.1)

Several allert and error are recorder:

dns-server event 4013 dns server iw waiting for active directory domain services to signal that the initial sincronization of the directory has been conpleted

directory service event 2088 active directory domani service could not use dns to resolve the ip address of the source domain contoller listed below ... alternate server name SERVER, failing DNS host name: 4c593.....msdcs....

dhcp server error 1059 service failed to see a directory server for authorization

dfssvc error 14550 dft namenspace service coud not  initialize cross forest trust informatio...

netlogon event 5781 dinamic registration or delegatio of one or more dns record..failed

dnscliet event 1014 timeout after non fo the configured dns server responded

It seems that it always see the first dns server working. What happen ip both server are restarted at the same time?

Any suggestion to solve?
