The user does not have RSOP data

I have reviewed numerous postings for this issue. However, none of them really apply. I have a few user accounts that I am unable to run gpupdate. Does not make a difference what computer I am on - just the account. I can move the user account to any OU and nothing changes. I have deleted the account and rebuilt it, no change. Created new account in AD and the same thing happens. Original report displayed a bad GPO which I have removed from AD and verified through ADSI. Out of ideas at this point. Any suggestions or directions?
