Allow non-administrative user to put NIC into promiscuous mode

I have a Windows Server 2008 32-bit system with Active Directory.  I need to allow a user to run a protocol analyzer, which requires putting the NIC into promiscuous mode.  I have found that Administators and Server Operators have permission to do this; however, I don't want to give the users this much power.

In Active Directory, is there a separate option to allow the user to put the NIC into promiscuous mode?  I have tried the "Load and unload device driver" in User Rights Assignment, but that does not do the trick.
