One Domain file server not translating SID's via the share or logged in as local Admin

We have one file server which is behaving differently then all the rest.

Server is 2016, if I log into he server with a domain account the SID's are translating correctly. However if I log in as the local Administrator the Names are showing as SID's apart from the Local administrator group. Also if I browse the share on that machine from another domain machine, it also only shows up SID's 

Now the reasons we do this is way is because hour help desk don't have access to log into servers to be able to see permissions set on folders and shares, so they find the shares via the share, and I would log in as local Administrator if I wanted to add another group to a share, because in server 2016 and I think in 2012 annoyingly if I log in with my domain admin account when I go to a folder I have "access" to it always asks me if I would like to give myself access to that folder before I can go in and edit the permissions. That just leave my admin account all over the place so I log in as a work around as the local administrator which is not normally a problem

Permissions set are on the share everyone full control, and on the folders, local administrators group which has domain admins etc and then which ever groups or users have access

If anyone has any clues it would be much appreciated. but just to be sure, these users and group SID's are real not leavers or deleted, as they show up when logged in as a domain user
