Synching AD Domain Controller TIME with an External Source

Windows Server 2008 R2.

I came across an article that gave instructions on how to setup my server to sync time with an external source.  I used the following command per the instructions to sync with a US server that is part of the NTP project:

w32tm /config /manualpeerlist:0.us.pool.ntp.org,0×8, /syncfromflags:manual /update

My question is, after I run this command does this tell the OS to sync from this source from now on, without me having to enter this comand again?  Or does it just do a one time sync?

Also, will all the workstations (Windows 7 and Windows 8) in the domain automatically sync from this domain controller?  If I have another auxilliary AD domain controller, must I run the above command on it as well?
