DCPROMO fails with Error: Error - The Active Directory Domain Services Installation Wizard was unable to convert the computer account DC01$ to an Active Directory Domain Controller account. (5)

We used to have 2 DCs 2008 R2 SP1. (DC1 , DC2) both are windows core.

DC1 is dead and we formatted it, cleared DNS records, clean metadata, clean computer object and reset its account, clear the object from Site and services.

We are trying to promote it again with no hope.
