Active Directory: Shorten the "global catalog delay advertisement"

Hi,

I want to Shorten the "global catalog delay advertisement" when promoting GC, all I can get from internet is to change the registry value: "global catalog delay advertisement" or "Global Catalog Partition Occupancy", but in windows server 2012 R2, neither way works. Still need to wait at least 5 minutes untill the 1119 event appear. Can any one help me about this? Thinks!!
