Server 2003 as DC and 'NT SERVICE\ALL SERVICES' - Log on as a service

Hi

I have a 2012 DC Server that is joined to a domain managed by an SBS 2003 server. I am trying to install the "Remote desktop service" on the 2012 server but I am getting the error that the user does not have the correct permission to "log on as a service"

The suggested workaround is to assign the 'Log on as a service' user right to NT SERVICE\ALL SERVICES in the GPO that defines the user right.

Unfortunately this built in account was only added into Server 2008 onwards and because I have joined a 2003 domain. this is not available. 

I have tried adding SERVICE, NETWORK, NETWORK SERVICE, WDI AND IIS_WPG TO THE "log on as a service" policy under the "Default Domain Policy" but I cannot get the install to work.

I have also tried excluding the 2012 server from the Default Domain Policy but that too has not worked.

Any advise would be appreciated.
