IE "Green" Group Policy Preferences

There is an older article here that describes really nice how the GP Preferences work for IE. In there it's specified that "To ensure you aren’t pushing out unwanted settings, settings are ignored by default; this is indicated with red-dashed-underlined or a red circle icon.". However this doesn't seem true for all settings in practice: the screen below is taken off a fresh new IE 10 settings entry in a GPO. "Those that are underlined with a green solid line (or next to a green circle) are going to be noted, captured in the GPO, and enforced on the target user or computer." - however it doesn't look to be so, at least for the LAN Settings. The settings are neither reflected in the InternetSettings.xml inside the user section of the policy in GPC, nor do these settings apply to users in scope of the GPO.

Yet, disabling and then re-enabling one of the settings (turning to red, then back to green) will actually make an entry in the xml, and the specified setting will get applied to the target users.

Is it a known bug or there's some other explanation for this behavior ?
