GPO Replication is ok between 2 Win2012 servers but reporting 2nd server sysvol is inaccessible. why?

I have 2 windows 2012 servers. my GPO can replicate properly. however in the GPMC, it keep showing me sysvol is inaccessible for the 2nd AD server. why
