Trying to decommission an active directory server and getting an error in dcpromo

I'm trying to decommission an active directory server and when I used the dcpomo wizard it I get the error "The directory service is missing mandatory configuration information, and is unable to determine the ownership of floating single-master operation roles."

This domain has 3 dc's and I'm removing 1 of them.  All are GC's, all the roles are on other servers than the one I'm removing.

Windows 2008 R2 Standard

Coincidentally this was a Windows2008 SBS install that awhile back we migrated to Windows2008 R2 Standard and removed the SBS server.

So during my googling someone mentioned running the below to see the output:

"dsquery * CN=Infrastructure,DC=ForestDnsZones,DC=domain,DC=tld -attr fSMORoleOwner"

In my case the output is: 

"CN=NTDS Settings\0ADEL:ca819520-8c87-4c0b-9a1e-d6408c6a40b7,CN=DITSBS\0ADEL:98ac6470-1120-4112-9fca-440bb36aad51,CN=Servers,CN=Default-First-Site-Name,CN=Sites,CN=Configuration,DC=domain,DC=tld"

That 'DITSBS' is the old SBS server, so maybe that has something to do with this.

Running 'fixfsmo.vbs' made no difference either

Any ideas?
