We have one-domain forest. Forest functional level is Windows Server 2008 (not R2).
There's only one site with 2 Domain Controllers. Only one Domain Controller is currently functioning, other is rebooted to DSRM mode due to errors in JET database and therefore it's not replicating or serving clients at the moment. Plan is to forcibly demote a broken DC, clean up AD + DNS and then re-promote it.
But before attempting any clean up, I would like to promote one additional Domain Controller to make our domain fault tolerant.
My question is: Can I promote additional Domain Controller when one of the existing DCs in the same site is not replicating?
